Highlights From the Special Meeting and Closed Session on January 23


The following are highlights from the January 23 Special Meeting and Closed Session approved minutes. A special meeting was called to discuss the easement acquisition for PWSD# 2 Waterline on City Property. The City of New Melle Board of Aldermen meeting was called to order at 4:05 p.m. by Mayor Burt.

Roll Call: Mayor Steve Burt, Aldermen Nelson, Karrenbrock, Goodman, and Schneider, Attorney - Steve Martin, City Clerk - Marcia Gay, and Cochran Engineering - Kurt Daniels.

Open Forum: There were no comments for Open Forum. Mayor Burt closed the Open Forum at 4:07 p.m.

Agenda Item - Mr. James Herries, ROW Negotiator for Lochmueller Group representing PWSD#2, discussed the 30” Transmission Line Phase 2 that would be placed on the north side of Hwy D.

The 3rd Phase would be located on Foristell Rd. going west to the new meat packing plant in Wright City. The plant requires 1.5 million gallons of water/day to operate.
The City of New Melle has (2) properties for easement procurement; Hwy D and Hwy Z at Foristell Rd. Mayor Burt asked about sidewalks – Mr. Herries said those would not be affected.

All construction limits will be in individual property easements. If financial agreements cannot be reached, then eminent domain will proceed. Kurt Daniels questioned easements noted on the proposed plans – some areas show ‘varies’ on existing easements. The easements need to be spelled out. New easements will be in addition to the existing easements. No permanent structures can be built in the easements. The construction company would replace like-for-like on driveways, fences, etc. The easements would be both temporary and permanent.

Legal documents and deeds were presented to the Board of Aldermen. A response was requested within 60 days. After that time, condemnation proceedings can begin.
The City Attorney, the City Engineer and the Board of Aldermen will review the proposal and try to come to an agreement. Construction is proposed for late 2024 – early 2025.
