Highlights from the City of New Melle BOA Sept. 12 Meeting

The following are the highlights from the New Melle Board of Aldermen meeting on Tuesday, September 12. The meeting began at 7 p.m. Mayor Steve Burt, Aldermen Karrenbrock, Goodman, Nelson and Schneider, and the City Attorney were all present. The City Clerk and Cochran Engineering were absent. (Alderman Karrenbrock filled in for the city clerk in her absence.) (The Mayor requested that Cochran Engineering email the engineering report due to a lack of engineering items on the agenda.)

Introduction of Ordinances:
Bill #488 was approved and became Ordinance #473 of the City of New Melle, Missouri, establishing the annual tax levy rate for 2023 on all property within the City of New Melle, Missouri. The tax rate is $.4350 per $100 assessed valuation. (The 2022 tax rate was $.4350.)
Engineering Report: Mill Street Improvement Project Status – The Easements for utilities and construction have been prepared and sent to the City Attorney for approval. All survey and legal descriptions have been completed.
East-West Gateway Grant for Multi-use Trail in New Melle – In April 2023, the East-West Gateway Council of Governments (EWGCOG) awarded the City of New Melle a grant for a trail along Hwy Z. Cochran Engineering is waiting for information from the EWGCOG on the next steps. The Board discussed traffic and pedestrian control where the new trail would cross Highway Z. The need for a crosswalk with warning lights and the speed limit in that area were discussed. The question of what type of warning light would be installed at the new NMFPD firehouse on Hwy Z. The discussion will continue next month. Editor's note: The plan first presented in April consists of an asphalt trail that will extend along the east side of Hwy Z from Francis Street to the St. Charles County Library (just past Fiddlecreek Ridge Road) and along the south side of Foristell Road from Hwy Z to the County Park.

New Business: Sign for The Red Beauty Salon, 30 W Hwy D, Suite 106 – An application for a new sign was submitted, and the sign was needed as soon as possible for the salon. A virtual P&Z and BOA vote was held to vote for the new sign at The Red Beauty Salon. Both P&Z and BOA unanimously approved the sign.
New Sign for the New Melle VFW located on City property at Hwy Z and Foristell Rd – The New Melle VFW currently uses the corner of Hwy Z and Foristell Rd. to hang event banners and would like to put up a permanent sign. The P&Z approved the application but proposed that the VFW maintain the area under the sign, and requested landscaping that includes a stone or rock edge filled with rock or mulch. P&Z also suggested that the area under the sign be larger than the 1’ x 8’ submitted in the application and would like to see 3’ x 10’ or 3’ x 12’ to make cutting the grass easier. The board discussed the placement of the new sign so that it does not interfere when the trail, that was discussed earlier, is installed. The Board would like to see the plans for the new trail at the October meeting. A motion was made to approve the sign and application with the following changes. The new signage needs to be 10’ off the trail boundary, requires landscaping under and around the sign, that is bigger than the 1’ x 8’ as proposed in the application. The VFW must do all the maintenance required except the grass cutting.
City Street Issues – A discussion about the potholes on Mill Street and a storm inlet that needs to be moved back into position by the Muhm Center led to the decision to use the Emergency Repair funds to repair the potholes. Two holes are north of Peter Street on Mill Street and one south of Peter.
The next Board of Aldermen Meeting will be held on Tuesday, October 10, 2023, at 7 p.m. at the New Melle City Hall.
